The Chamberí Board has just issued a resolution granting Alberto González Amador two months to legalize the comprehensive renovation works that he carried out without municipal permission in the district house that he shares with the president of the Community of Madrid, Isabel Diaz Ayuso.
In the resolution, to which this newspaper has had access, the Madrid City Council indicates that you can request a license that covers partial conditioning works and exterior works in your home. These works were subject to a stoppage order issued in December 2022 by the District Board.
The resolution was signed at 1:15 p.m. this Monday by the general coordinator of Chamberí, Javier Benito de la Torre, and comes after it was published this Monday morning that the council had verified in situ a week ago that the couple Ayuso carried out these reform works. The visit by the municipal inspection was last Monday, May 20, when it was found that the businessman had ignored municipal warnings and continued with work for which he did not have any permit.
Now, Alberto González must legalize the works through this municipal procedure or risk demolishing the entire reform at his expense. In the first case, you must pay a penalty whose calculation has yet to be defined by the Madrid City Council, but which could be raised to a maximum of 30,000 euros, as provided for in Land Law 9/2001 of the Community of Madrid for cases in which those in which works have been executed without the coverage of a qualifying title.
He could also face a fine for dumping debris in places not authorized for this, because he assured that the management of waste from the work, which included important demolitions, was not going to generate waste. The dumping of debris in places not authorized for this is a serious violation with penalties of up to 1,500 euros according to the ordinance on Cleaning Public Spaces, Waste Management and Circular Economy.
Inspection on the day of the statement in court
The municipal inspection coincided on the day and time with the visit of the affected person, Alberto González Amador, to the Plaza Castilla Courts to testify for a tax fraud of 350,951 euros that he already admitted to having committed before the Prosecutor’s Office. The municipal report indicates that a person who did not want to identify himself opened the door of the house to allow the inspection to pass. That same person assured that the work was legal because there was a responsible declaration that authorized the work. However, the Chamberí Board issued up to two cessation orders in December 2022, preventing the progress of the work and ordering the restitution of the property to its original state. The second of the orders was opened by González Amador’s representative on December 22.
Más Madrid has denounced this Monday the “favorable treatment, lack of diligence and opacity of Almeida” in this case, in the opinion of its spokesperson Rita Maestre. “The PP must know that, as the force that leads the opposition, we are not going to allow them to go unpunished,” she warned while denouncing the legalization order that disappeared this Friday and that has reappeared today.
The mayor of Madrid responded to the news with criticism of the opposition party that reported the case: “If Más Madrid is suggesting that public services change their reports, it is defaming them,” Almeida assured and then warned that “everything “It has a limit.”
The councilor stated that “the administrative procedure for the works is going to conclude” but he once again relied on the law to not give “confidential data or data from the private sphere.” “The left would like cruelty, we apply legality,” he later stressed.
The visit by the municipal inspection comes two months after Más Madrid denounced the illegality of the works, on March 20. Then the district councilor, Jaime González Taboada, and the mayor himself avoided giving a date for the review of a work that Alberto González himself had already admitted that he had carried out, as stated in the content of the municipal file in the possession of the Chamberí Board.
This file has also reached the Madrid City Council’s Anti-Fraud and Corruption Office because Almeida’s team mutilated it before delivering its contents to the opposition. The PSOE denounced it ten days ago, after receiving several copies of unnumbered documents, with abundant crossouts and entire black pages to hide key data in the review of this case.
An apartment bought after tax fraud
The apartment purchased by the couple of the president of the Community of Madrid, which is their current residence, is valued at auction at 837,893.61 euros, although the market price in the exclusive area where it is located is higher. The valuation that the Idealista portal makes of the homes in that same building reaches up to 1,194,000 euros. The property, as reported by elDiario.es, has a mortgage for a much lower value, 500,000 euros, which is in the name of the businessman. The house, built in 1970, consists of a hall, hall, office, kitchen, toilet and service bedroom, toilet, main bathroom, master bedroom, three bedrooms and a small service hall. It also has a garage.

The administrator of this company is Javier Luis Gómez Fidalgo, González Amador’s lawyer. Ayuso and her partner also enjoy this second property, as elDiario.es has learned. The move of both of them to this building was announced to the media in the fall of 2023. Ayuso even declared to different media that she was planning to purchase the home due to the high rental prices in the capital.
Two municipal reliefs and a promise of inspection
The presentation of a responsible declaration like the one made before the City Council by Alberto González Amador is common when starting economic activities or works in Madrid. As this media reported, she was dismissed from her position after Almeida’s re-election as mayor. Like the councilor of Chamberí at the time the denial of the work was processed, Javier Ramírez, he has ended up far from this district. She is currently deputy director of the Office of the New Madrid General Urban Planning Plan. The Madrid City Council assures that her dismissal was voluntary because the coordinator “wanted to return to her place.” Internal sources of the PP consulted by this newspaper assure that Ramírez’s departure from the lists – he was sunk to 33rd place – was due to “retaliation” for having objected to the works in the apartment where the president of Madrid currently resides. .
Mayor Almeida’s team has maintained an informative lock on the file opened by the illegal works of Alberto González Amador. Vice Mayor Inmaculada Sanz even assured that she was not going to leak “a single piece of information,” defending the amputation of the file handed over to the opposition.
