The Madrid City Council has verified and certified that Alberto González Amador carried out illegal renovation works in the apartment he shares with his partner, Isabel Díaz Ayuso. A year and a half after ordering his dismissal, the Chamberí Board sent an inspection last Monday, May 20, which confirmed that the businessman ignored municipal warnings and went ahead with a reform for which he did not have any permission. .
The inspection report, the details of which were reported this Monday by El País and Cadena Ser, confirms that a comprehensive renovation was carried out, which included redistribution of rooms, renovation of electrical installations and finishes, as well as changes in the exterior carpentry and installation of awnings and air conditioning equipment. “No enabling urban development title has been located to cover the works carried out,” concludes the text signed by the technical architect of the district where the home is located.
The time of the inspection took place at the same time that the affected person, Alberto González Amador, was in the Plaza Castilla Courts to testify for a tax fraud of 350,951 euros that he already admitted to having committed before the Prosecutor’s Office. The municipal report indicates that a person who did not want to identify himself opened the door of the house to allow the inspection to pass. That same person assured that the work was legal because there was a responsible declaration that authorized the work. However, the Chamberí Board issued up to two cessation orders in December 2022, preventing the progress of the work and ordering the restitution of the property to its original state. The second of the orders was opened by González Amador’s representative on December 22.
The inspector warned during her visit that the execution of these works without municipal permission could involve an urban planning violation and a criminal offense. Regarding this latest sanctioning process, Más Madrid has denounced that the document to execute the regularization of these works and its corresponding sanction was uploaded to the municipal computer system last Friday morning and disappeared a few hours later. The signature of the general coordinator of the district, Javier Benito de la Torre, was pending. This position was appointed by Almeida’s team at the beginning of his second term.
The report from the Chamberí Board does not confirm the union of the apartment that Alberto González shares with Isabel Díaz Ayuso with the upper attic, which the couple also enjoys.
The visit by the municipal inspection comes two months after Más Madrid denounced the illegality of the works, on March 20. Then the district councilor, Jaime González Taboada, and the mayor himself avoided giving a date for the review of a work that Alberto González himself had already admitted that he had carried out, as stated in the content of the municipal file in the possession of the Chamberí Board.

An apartment bought after tax fraud
The apartment purchased by the couple of the president of the Community of Madrid, which is their current residence, is valued at auction at 837,893.61 euros, although the market price in the exclusive area where it is located is higher. The valuation that the Idealista portal makes of the homes in that same building reaches up to 1,194,000 euros. The property, as reported by elDiario.es, has a mortgage for a much lower value, 500,000 euros, which is in the name of the businessman. The house, built in 1970, consists of a hall, hall, office, kitchen, toilet and service bedroom, toilet, main bathroom, master bedroom, three bedrooms and a small service hall. It also has a garage.
Since elDiario.es revealed her partner’s confessed tax fraud, the Madrid president has refused to answer how that property had been financed. González Amador acquired the first of the apartments that he shares with the president of the Community, Isabel Díaz Ayuso, in July 2022. In July 2023, just one year later, the Babia Capital company bought the penthouse located right above the property . The administrator of this company is Javier Luis Gómez Fidalgo, González Amador’s lawyer. Ayuso and her partner also enjoy this second property, as elDiario.es has learned. The move of both of them to this building was announced to the media in the fall of 2023. Ayuso even declared to different media that she was planning to purchase the home due to the high rental prices in the capital.
Two municipal reliefs and a promise of inspection
The presentation of a responsible declaration like the one made before the City Council by Alberto González Amador is common when starting economic activities or works in Madrid. This is a legal figure by which the person presenting it ensures that they have all the permits to carry out the activity. The entity responsible for supervision – in this case the Chamberí Board – must subsequently review the documents and, if they are correct, approve the operation. The two resolutions denying the works were signed by the aforementioned María Cristina Goncer, then general coordinator of Chamberí. As this media reported, she was dismissed from her position after Almeida’s re-election as mayor. Like the councilor of Chamberí at the time the denial of the work was processed, Javier Ramírez, he has ended up far from this district. She is currently deputy director of the Office of the New Madrid General Urban Planning Plan. The Madrid City Council assures that her dismissal was voluntary because the coordinator “wanted to return to her place.” Internal sources of the PP consulted by this newspaper assure that Ramírez’s departure from the lists – he was sunk to 33rd place – was due to “retaliation” for having objected to the works in the apartment where the president of Madrid currently resides. .
Mayor Almeida’s team has maintained an informative lock on the file opened by the illegal works of Alberto González Amador. Vice Mayor Inmaculada Sanz even assured that she was not going to leak “a single piece of information,” defending the amputation of the file handed over to the opposition.
